Washington, D.C. — Global law firm Hogan Lovells is proud to announce that Stephanie Fishman, Senior Associate in the firm’s Washington, D.C. office, has been named a 2025 Washington, D.C. Rising Star by The National Law Journal. Stephanie Fishman exemplifies these qualities through her pioneering work in nuclear energy and fusion innovation. Over the past year, she helped develop a first-of-its-kind licensing framework for fusion facilities, drawing from regulatory models in aviation, transportation, and medical devices. Her work directly influenced the U.S. Nuclear Regulatory Commission’s policy direction and contributed to the passage of federal legislation in July 2024, establishing a tailored regulatory approach for fusion energy.

Stephanie also advises on two of the most consequential nuclear projects in the country, including licensing an advanced reactor at Dow’s Texas facility and supporting Amazon’s US$500M investment in 5.5 GW of planned reactor capacity for data centers. Her rare blend of technical fluency, legal precision, and strategic insight — rooted in her background in nuclear engineering and prior experience at the NRC — makes her a trusted advisor to clients navigating the future of energy, space, and medical technologies.

Beyond her client work, Stephanie is a thought leader shaping national and international policy. She has authored over 50 widely circulated policy updates, contributed to major publications including Elsevier Press’s New Directions in Nuclear Energy, and delivered keynote remarks at premier industry conferences. Her leadership also extends to public service, with over 1,000 hours dedicated to Afghan resettlement efforts, reproductive rights litigation, and global low-carbon energy legislation.
